Why does it dim so dramatically?: Inaccurate thermal calibration, not a hardware limit. The light believes it's hotter than it is and throttles hard. Recalibrating the temperature sensor in Anduril's advanced menu recovers a lot of the sustained output.
Is it worth buying given that?: If you'll do the calibration, yes — the 519A quad beam is one of the nicest in this price range. If you want a light that performs properly untouched, look elsewhere.
What sustained output should I expect?: Under 300 lumens as shipped. That's still plenty for most tasks, but it's a fraction of the headline number and below what similar lights hold.
How is the tint?: It's the reason to buy this light. The Nichia 519A is the current high-CRI favourite, and four of them behind a TIR give an even, rosy, high-CRI beam.
